Narrative:
Took off in ppc (powered parachute) from field in country. Initial takeoff was normal. Upon reaching about 90 ft the ppc started slow descent that could not be stopped with full power. Descent continued till contact with power line. Suspect possible cause was downdrafts. There were no injuries with minor damage to chute and landing gear.
