Narrative:
During initial descent to ZZZZ; ATC gave us several turns and holding at 2 separate waypoints. ATC was very congested due to runway 9L closure and WX. We were 2000 pounds below planned fuel burn due to en route deviations. Concerned about our fuel state; I called dispatch and discussed our alternate and checked WX. ATC cleared us for the ILS runway 9R approach. Executing the ILS runway 9R approach with the GS OTS and we were high on descent path creating an unstable approach so we performed a normal go around and climbed to 7000 ft. During our climb out and vectoring; we became increasingly concerned about our fuel state and notified ATC of minimum fuel and the captain declared an emergency and we received priority handling for uneventful landing.

Title: B767-300 ENCOUNTERED WX ENROUTE AND ARRIVED AT INTL DEST BELOW PLANNED ARRIVAL FUEL. AFTER HOLDING; THE FLT CREW THEN INITIATED A GAR FROM A UNSTABLE APCH. AN EMER WAS THEN DECLARED DUE TO THE LOW FUEL STATE; AND LNDG ACCOMPLISHED.
Narrative: DURING INITIAL DSCNT TO ZZZZ; ATC GAVE US SEVERAL TURNS AND HOLDING AT 2 SEPARATE WAYPOINTS. ATC WAS VERY CONGESTED DUE TO RWY 9L CLOSURE AND WX. WE WERE 2000 LBS BELOW PLANNED FUEL BURN DUE TO ENRTE DEVS. CONCERNED ABOUT OUR FUEL STATE; I CALLED DISPATCH AND DISCUSSED OUR ALTERNATE AND CHKED WX. ATC CLRED US FOR THE ILS RWY 9R APCH. EXECUTING THE ILS RWY 9R APCH WITH THE GS OTS AND WE WERE HIGH ON DSCNT PATH CREATING AN UNSTABLE APCH SO WE PERFORMED A NORMAL GAR AND CLBED TO 7000 FT. DURING OUR CLBOUT AND VECTORING; WE BECAME INCREASINGLY CONCERNED ABOUT OUR FUEL STATE AND NOTIFIED ATC OF MINIMUM FUEL AND THE CAPT DECLARED AN EMER AND WE RECEIVED PRIORITY HANDLING FOR UNEVENTFUL LNDG.
