Narrative:

BE40 departed on pit 8 departure procedure. Pilot leveled at 1700 ft MSL. Local control #1 advised the pilot to climb. Pilot misread pit 8 and leveled at 1700 ft MSL. Initial climb should have been to 5000 ft MSL. More than 1 pilot has done this. The trend seems to be GA and fractionals; however; I have seen air taxi and carriers also do the same thing. This may be a result of how the charts are presenting the information and pilots not reading textual description completely.

Narrative: BE40 DEPARTED ON PIT 8 DEP PROC. PLT LEVELED AT 1700 FT MSL. LCL CTL #1 ADVISED THE PLT TO CLB. PLT MISREAD PIT 8 AND LEVELED AT 1700 FT MSL. INITIAL CLB SHOULD HAVE BEEN TO 5000 FT MSL. MORE THAN 1 PLT HAS DONE THIS. THE TREND SEEMS TO BE GA AND FRACTIONALS; HOWEVER; I HAVE SEEN AIR TAXI AND CARRIERS ALSO DO THE SAME THING. THIS MAY BE A RESULT OF HOW THE CHARTS ARE PRESENTING THE INFO AND PLTS NOT READING TEXTUAL DESCRIPTION COMPLETELY.
