Military C130 operations out of moffett field (nuq) depart nuq runway 32 and return low level high speed below 800 ft and often indicating well in excess of 220 KTS ground speed and with minimal aircraft lights; speed through pao class D airspace directly overflying the dumbarton bridge toll plaza and kgo radio towers at 400-600 ft. They call this 'nvd' night vision device training. How is overflying a major bridge under class B and through class D within 1 mi of a GA airport traffic pattern at high speed and low level safe or legal?
