Narrative:

I was working D01/D02. I received a point out from sector 21. I have never received a point out from 21 before; it always comes from 14. The military flights coming from the north into tol is a long time issue. Dtw approach refuses to work the aircraft even though they land 9.5 miles south of detroit airspace with detroit owning aob 130. My sector has three departure routes with all three lines in close proximity to each other. Since this procedure has been such a problem in the past; the 'fix' to the problem is for area 1 to apreq the flights being handed off to my sector. If I say 'unable'; then detroit approach is suppose to work the aircraft. No one apreqed this flight. When I took the hand off I was under the impression dtw had radar and they would merely clip my airspace. Because of this; I was 'thinking out loud' on the land line when I said with respect to my departures which they (meaning dtw) were talking to. I then thought I was helping dtw out and called them to work out headings and higher for the two departures under the flight. After I did that; sector 21 called for a hand off since they could not descend with respect to my departures. I called dtw back make sure they were providing separation. We need a new procedure for the military flights inbound. Dtw should be working them every time. This is merely one situation that I have seen. It happens all the time and it is unsafe.

Title: A ZOB Controller voiced concern regarding D21's reluctance to work military flights that operate to an airport located near DTW; suggesting a new procedure to handle these aircraft.
