Narrative:

At XA30 I was assigned a flight sequence to deadhead to ZZZ and depart ZZZ at XI55 for a 5 hour 25 min all-night flight to ZZZ2. I departed my house around XB15. It took almost 3 hours for the normal 1 hour 45 min drive to ZZZ2 due to traffic; fog and rain. On the way to the airport; I called both crew schedulers and the chief pilot on call; asking that I be assigned a first class seat so that I could get some rest. Both were very nice; but said they were unable to do that. I signed in at XE30; but we were delayed until XF48 due to a late arriving crew. It was a bumpy ride all the way to ZZZ; and I was unable to sleep at all. There was no way it was safe for me to remain awake for another 7 hours for preflight and the flight to ZZZ2 so I called tracking and told them I was fatigued. At that point; I had been awake since XR30 and was looking at a 23 hour day. This sequence would not have been legal if it were domestic; so it should not have been legal just because it was international. In the interests of safety; we need to implement an international reserve rest policy which mirrors the current FARS with regard to look back rest.

Title: A300-600 PLT REPORTS THAT RESERVE ASSIGNMENT FOR INTERNATIONAL TRIP WAS UNSAFE DUE TO LONG LATE ASSIGNMENT AND PRECEDING DEADHEAD. REFUSED FLT DUE TO FATIGUE.

Narrative: AT XA30 I WAS ASSIGNED A FLT SEQUENCE TO DEADHEAD TO ZZZ AND DEPART ZZZ AT XI55 FOR A 5 HR 25 MIN ALL-NIGHT FLT TO ZZZ2. I DEPARTED MY HOUSE AROUND XB15. IT TOOK ALMOST 3 HRS FOR THE NORMAL 1 HR 45 MIN DRIVE TO ZZZ2 DUE TO TFC; FOG AND RAIN. ON THE WAY TO THE ARPT; I CALLED BOTH CREW SCHEDULERS AND THE CHIEF PLT ON CALL; ASKING THAT I BE ASSIGNED A FIRST CLASS SEAT SO THAT I COULD GET SOME REST. BOTH WERE VERY NICE; BUT SAID THEY WERE UNABLE TO DO THAT. I SIGNED IN AT XE30; BUT WE WERE DELAYED UNTIL XF48 DUE TO A LATE ARRIVING CREW. IT WAS A BUMPY RIDE ALL THE WAY TO ZZZ; AND I WAS UNABLE TO SLEEP AT ALL. THERE WAS NO WAY IT WAS SAFE FOR ME TO REMAIN AWAKE FOR ANOTHER 7 HRS FOR PREFLT AND THE FLT TO ZZZ2 SO I CALLED TRACKING AND TOLD THEM I WAS FATIGUED.
