Narrative:
I issued a descent clearance to air carrier X. The pilot readback of my clearance cut out shortly after he began the readback. Since I did not get a satisfactory readback; I could not rely on the clearance for positive separation; forcing me to request the pilot to again read back the clearance. This frequency (128.15 at sector 58) has had this problem ongoing for several months. The receiver sometimes cuts out in the middle of a transmission.

Title: ZHU CTLR DESCRIBED CLRNC READ BACK ERROR POTENTIAL DUE TO ON GOING FREQ PROBLEM ON 128.15.
Narrative: I ISSUED A DSCNT CLRNC TO ACR X. THE PLT READBACK OF MY CLRNC CUT OUT SHORTLY AFTER HE BEGAN THE READBACK. SINCE I DID NOT GET A SATISFACTORY READBACK; I COULD NOT RELY ON THE CLRNC FOR POSITIVE SEPARATION; FORCING ME TO REQUEST THE PLT TO AGAIN READ BACK THE CLRNC. THIS FREQ (128.15 AT SECTOR 58) HAS HAD THIS PROB ONGOING FOR SEVERAL MONTHS. THE RECEIVER SOMETIMES CUTS OUT IN THE MIDDLE OF A XMISSION.
