Narrative:

A temporary tfr was established for the area. It was located on the final approach courses of the main arrival runways at bwi airport and compromised aviation safety. Controllers were not briefed. The NOTAMS were not available for review. The only traffic management restr for jets landing bwi (10 mi in-trail) was meaningless since that is generally the standard the center always provides. Aircraft landing runway 33R at bwi had to either make a 2 mi right base entry or risk entering the tfr. WX and wind conditions were not being considered. Military and law enforcement aircraft were sometimes included in the tfr restrs due to differing interps of the NOTAM. For example; a military aircraft was forced by management to be vectored around the tfr even though he was at an altitude (7000 ft) above the tfr (at or below 4000 ft). A law enforcement aircraft was delayed entry into the tfr even though he was transporting vip's. This lack of planning; proper briefing of controllers; and serious safety issues by FAA management should cause a review of all tfr procedures.

Title: PCT CTLR EXPRESSED CONCERN REGARDING THE LACK OF BRIEFING/PREPARATION BY MGMNT REF A TFR NEAR BWI.

Narrative: A TEMPORARY TFR WAS ESTABLISHED FOR THE AREA. IT WAS LOCATED ON THE FINAL APCH COURSES OF THE MAIN ARR RWYS AT BWI ARPT AND COMPROMISED AVIATION SAFETY. CTLRS WERE NOT BRIEFED. THE NOTAMS WERE NOT AVAILABLE FOR REVIEW. THE ONLY TFC MGMNT RESTR FOR JETS LNDG BWI (10 MI IN-TRAIL) WAS MEANINGLESS SINCE THAT IS GENERALLY THE STANDARD THE CTR ALWAYS PROVIDES. ACFT LNDG RWY 33R AT BWI HAD TO EITHER MAKE A 2 MI R BASE ENTRY OR RISK ENTERING THE TFR. WX AND WIND CONDITIONS WERE NOT BEING CONSIDERED. MIL AND LAW ENFORCEMENT ACFT WERE SOMETIMES INCLUDED IN THE TFR RESTRS DUE TO DIFFERING INTERPS OF THE NOTAM. FOR EXAMPLE; A MIL ACFT WAS FORCED BY MGMNT TO BE VECTORED AROUND THE TFR EVEN THOUGH HE WAS AT AN ALT (7000 FT) ABOVE THE TFR (AT OR BELOW 4000 FT). A LAW ENFORCEMENT ACFT WAS DELAYED ENTRY INTO THE TFR EVEN THOUGH HE WAS TRANSPORTING VIP'S. THIS LACK OF PLANNING; PROPER BRIEFING OF CTLRS; AND SERIOUS SAFETY ISSUES BY FAA MGMNT SHOULD CAUSE A REVIEW OF ALL TFR PROCS.
