Narrative:
A temporary tfr was established in the vicinity of ZZZ and ZZZ1 airports that compromised aviation safety. Controllers were not briefed. No restrs or re-rtes were implemented by traffic management. Controllers were told to 'vector planes around the tfr.' aircraft landing ZZZ and ZZZ1 airports were told to either divert to another airport or land on a specific runway because these airports were partially enclosed in the tfr. WX and wind conditions were never considered. What should have happened? 1) controllers should have been properly briefed. 2) traffic management should have re-rted overflts whose rtes entered the tfr. 3) airports on the fringe of the tfr; like ZZZ and ZZZ1; should have either been closed or cutouts in the tfr provided for safe landing on all runways. With minor adjustments this tfr could have been safer and more workable. I believe all the procedures should be reviewed with an emphasis on aviation safety.

Title: APCH CTLR VOICED CONCERN REGARDING LACK OF BRIEFING/PREPARATION BY MGMNT REGARDING TFR NEAR ZZZ AND ZZZ1 ARPTS.
Narrative: A TEMPORARY TFR WAS ESTABLISHED IN THE VICINITY OF ZZZ AND ZZZ1 ARPTS THAT COMPROMISED AVIATION SAFETY. CTLRS WERE NOT BRIEFED. NO RESTRS OR RE-RTES WERE IMPLEMENTED BY TFC MGMNT. CTLRS WERE TOLD TO 'VECTOR PLANES AROUND THE TFR.' ACFT LNDG ZZZ AND ZZZ1 ARPTS WERE TOLD TO EITHER DIVERT TO ANOTHER ARPT OR LAND ON A SPECIFIC RWY BECAUSE THESE ARPTS WERE PARTIALLY ENCLOSED IN THE TFR. WX AND WIND CONDITIONS WERE NEVER CONSIDERED. WHAT SHOULD HAVE HAPPENED? 1) CTLRS SHOULD HAVE BEEN PROPERLY BRIEFED. 2) TFC MGMNT SHOULD HAVE RE-RTED OVERFLTS WHOSE RTES ENTERED THE TFR. 3) ARPTS ON THE FRINGE OF THE TFR; LIKE ZZZ AND ZZZ1; SHOULD HAVE EITHER BEEN CLOSED OR CUTOUTS IN THE TFR PROVIDED FOR SAFE LNDG ON ALL RWYS. WITH MINOR ADJUSTMENTS THIS TFR COULD HAVE BEEN SAFER AND MORE WORKABLE. I BELIEVE ALL THE PROCS SHOULD BE REVIEWED WITH AN EMPHASIS ON AVIATION SAFETY.
