Narrative:
We received collision avoidance while climbing out from sav. We were approximately 16000-17000 ft climbing. We were talking to either atl or ZJX (120.85). While climbing we noticed on TCAS that a target was becoming a factor. We expected atl to give us instructions; however; we received none. Our alertness became heightened as the target turned yellow and progressed closer. We prepared ourselves. The target turned red; and instructed us to descend. We did so. It was the closest I have seen yet. We notified ATC of our deviation. He was not aware and seemed disinterested. He replied 'yeah; ok he is squawking VFR. I have no information on him.' but remember we are IFR. He was either a sabre liner or cessna. After he gave us a frequency change; I continued to listen on that frequency; and he said jokingly to the aircraft; 'did you get a good look at that regional jet?' I had a flight attendant with a cart out and people on board that we nearly levitated to avoid that plane.

Narrative: WE RECEIVED COLLISION AVOIDANCE WHILE CLBING OUT FROM SAV. WE WERE APPROX 16000-17000 FT CLBING. WE WERE TALKING TO EITHER ATL OR ZJX (120.85). WHILE CLBING WE NOTICED ON TCAS THAT A TARGET WAS BECOMING A FACTOR. WE EXPECTED ATL TO GIVE US INSTRUCTIONS; HOWEVER; WE RECEIVED NONE. OUR ALERTNESS BECAME HEIGHTENED AS THE TARGET TURNED YELLOW AND PROGRESSED CLOSER. WE PREPARED OURSELVES. THE TARGET TURNED RED; AND INSTRUCTED US TO DSND. WE DID SO. IT WAS THE CLOSEST I HAVE SEEN YET. WE NOTIFIED ATC OF OUR DEV. HE WAS NOT AWARE AND SEEMED DISINTERESTED. HE REPLIED 'YEAH; OK HE IS SQUAWKING VFR. I HAVE NO INFO ON HIM.' BUT REMEMBER WE ARE IFR. HE WAS EITHER A SABRE LINER OR CESSNA. AFTER HE GAVE US A FREQ CHANGE; I CONTINUED TO LISTEN ON THAT FREQ; AND HE SAID JOKINGLY TO THE ACFT; 'DID YOU GET A GOOD LOOK AT THAT REGIONAL JET?' I HAD A FLT ATTENDANT WITH A CART OUT AND PEOPLE ON BOARD THAT WE NEARLY LEVITATED TO AVOID THAT PLANE.
