Narrative:

Pushback and engine start normal; immediately followed by anti-ice on and an engine run-up. Taxi normal. Takeoff position one more engine run-up after a less than 10 min taxi. Captain's takeoff normal until airborne; then a slight pull to the right countered with left rudder trim (fairly normal). Passing 4000 ft to around 12000 ft erratic left engine fuel flow; going down to as low as 3000 pounds per hour back up to a matching indication with the right fuel flow. All other indications normal. First officer #2 informed maintenance control. First officer #1 thought he felt a slight vibration during climb. We checked all drag devices; plus APU and found they were all secured properly. Vibrations thought to possibly be light turbulence. Captain stated that it seems to be a slow climb out; but he had not flown an airplane this heavy (390000 pounds plus) in a while. Maintenance control replied that fuel quantity indications may be in error due to this gauge. Cruising FL320-330 early on fuel quantity a bit low; but 'prog' page landing fuel normal. Mid-flight step climb to FL350 resulted in fuel flown going up dramatically and landing fuel dropping steadily. Fuel leak checklist run; tanks even; just a high burn rate. Contacted dispatch with phone patch to maintenance control. We all determined the best course of action was to divert to ZZZZ. Asked for and received landing data from dispatch; coordinated divert with ATC. Advised flight attendants to divert and reason why. Informed passenger we needed more fuel to make to destination airport so we were going to land at ZZZZ. Day VFR landing flaps 30 degrees; autobrakes 3; all normal until attempted reverse thrust and the right reverser would not go into reverse. Plenty of stopping distance even without reverse. Normal taxi-in and engine shutdown. Walkaround revealed aft right engine shroud severely damaged with parts of it missing. Advised dispatch to contact the departure airport to check for pieces and parts on the runways so that no other aircraft were damaged. No pieces or parts found. Suspect engine shroud came unlatched during anti-icing run-ups prior to takeoff; then pieces and parts ripped free during step climb.

SUSPECT ENG SHROUD CAME UNLATCHED DURING ANTI-ICING RUN-UPS PRIOR TO TKOF; THEN PIECES AND PARTS RIPPED FREE DURING STEP CLB.
