Narrative:

I was assigned to inspect inside the tail of aircraft X. I notified the lead mechanic of his assignment and I would be entering the area soon. The lead mechanic responded that a mechanic would be assigned to the cockpit and he had no plans to move the horizontal stabilizer. During the inspection the stabilizer was moved electrically while I was positioned underneath it. I yelled out and the mechanics working the elevators heard me and stopped the stabilizer movement. The safety man stuck his head inside the tail and told me (inspector) he did not know I was inside. I exited after the stabilizer was disabled.

Title: A B737-400 HORIZONTAL STAB WAS MOVED ELECTRICALLY WHILE AN INSPECTOR WAS INSPECTING INSIDE THE TAIL SECTION. SAFETY MAN FAILED TO VERIFY STAB COMPARTMENT WAS CLEAR PRIOR TO STAB MOVEMENT.

Narrative: I WAS ASSIGNED TO INSPECT INSIDE THE TAIL OF ACFT X. I NOTIFIED THE LEAD MECH OF HIS ASSIGNMENT AND I WOULD BE ENTERING THE AREA SOON. THE LEAD MECH RESPONDED THAT A MECH WOULD BE ASSIGNED TO THE COCKPIT AND HE HAD NO PLANS TO MOVE THE HORIZ STABILIZER. DURING THE INSPECTION THE STABILIZER WAS MOVED ELECTRICALLY WHILE I WAS POSITIONED UNDERNEATH IT. I YELLED OUT AND THE MECHS WORKING THE ELEVATORS HEARD ME AND STOPPED THE STABILIZER MOVEMENT. THE SAFETY MAN STUCK HIS HEAD INSIDE THE TAIL AND TOLD ME (INSPECTOR) HE DID NOT KNOW I WAS INSIDE. I EXITED AFTER THE STABILIZER WAS DISABLED.
