Narrative:

After pushback completed and told to park the brakes; I cleared the tug to disconnect. 1 man came out to my left and held up the pin for the salute. I flashed the taxi light and the tug started backing and the individual with the pin started to turn to walk back. I did not see anyone else but did not feel right and so I did not begin my taxi. Then I hear the steering being enabled as the nosewheel comes around and another individual walks out from under the nose. The result of these improper procedures could have resulted in injury or death to the man under the nose.
