Narrative:

Once again; too many aircraft were permitted to land at clt airport and the final airspace packed with arrs. I was forced out of my airspace (final) and into the satellite. At that time the satellite had an aircraft on V66 at 6000 ft wbound. I descended my jet and satellite turned their aircraft to avoid conflict. A ucr has been filed on this in 2007. Unfortunately; nothing was done to fix the oh-so-common occurrence.
