Narrative:
A FA50 was outbound to ZLA 9 at 100 trm V514 jli . They had just coordinated with my hand-off controller about an air carrier inbound to udd on V514 at 110. They had apreqed descending from 110 to 090. Hand off coordinated at 110 for the air carrier aircraft; due to the FA50 outbound on the same route at 100. I had assumed that the hand off controller had coordinated approval to enter for the FA50 who was approaching trm. Later as the FA50 was about to cross trm I asked hand off to call ZLA for the hand off. ZLA 9 did not answer. The aircraft was indicating 390 KTS at this point. There was nowhere to turn the aircraft as the MVA west was 110 and there is a MOA to the east; both outside the airspace. ZLA 9 finally took the hand off about 4 miles south of the psp airspace boundary. Typically; we allow aircraft to proceed this close to the airspace boundary because ZLA cannot see the aircraft on this route until they are level at 100 and over trm. This is due to terrain masking the mt. Laguna ARSR sensor. My solution for this issue from now on will be to apreq non radar entry for all V514/V208 aircraft. This issue is not addressed in the LOA; it should be. Additionally; psp ASR should be included for use by ZLA as a sensor. They are permitted to adapt terminal sensors; many centers already use them. This would eliminate many coordination issues. Sct typically calls dozens of times a day to request entry prior to hand off due to poor radar coverage at ZLA. If they also used psp; this would eliminate the problem since they could see exactly what we do!

Title: SCT Controller described airspace incursion event when traffic entered adjacent airspace without proper hand off and coordination; reporter suggested including the PSP RADAR in the ZLA system.
