Narrative:
Aircraft X was in sector O10's airspace and deviated into the sector. Was working R4 without any coordination. The aircraft was cleared by the R2 controller because comrdo put the aircraft on the wrong frequency. The aircraft never would have entered R2's airspace and the R2 controller had no jurisdiction to control the aircraft. Comrdo doesn't know the procedures for the new watrs airspace and the controllers haven't been properly trained.

Title: ZSU CTLR DESCRIBED EVENT AT FL390 WHEN B737 ENTERED AIRSPACE WITHOUT COORD; ALLEGING COMRDO CTLRS UNFAMILIAR WITH NEW WATRS AIRSPACE PROCS.
Narrative: ACFT X WAS IN SECTOR O10'S AIRSPACE AND DEVIATED INTO THE SECTOR. WAS WORKING R4 WITHOUT ANY COORD. THE ACFT WAS CLRED BY THE R2 CTLR BECAUSE COMRDO PUT THE ACFT ON THE WRONG FREQ. THE ACFT NEVER WOULD HAVE ENTERED R2'S AIRSPACE AND THE R2 CTLR HAD NO JURISDICTION TO CTL THE ACFT. COMRDO DOESN'T KNOW THE PROCS FOR THE NEW WATRS AIRSPACE AND THE CTLRS HAVEN'T BEEN PROPERLY TRAINED.
