Narrative:
Deice procedure was started on the aircraft without being configured properly due to communication failure. Thus produced fumes in the cabin. #2 radio failed due to aircraft power failure and an inoperative APU generator (MEL). Fumes built up in the cockpit and cabin from the glycol. Cabin had to be cleared using the manual outflow valve switch. The batts dropped off line and had to recover to get back on line and get the outflow open. This took about 1-2 mins and fumes were pretty thick. Some passenger got off the flight. Most continued on to destination. Flight was uneventful.

Title: FAILURE TO CONFIGURE ACFT AC SYSTEMS FOR DEICING RESULTS IN FUMES INGESTED INTO CABIN. GND CREW FAILURE TO COMMUNICATE WITH FLT CREW IS CITED.
Narrative: DEICE PROC WAS STARTED ON THE ACFT WITHOUT BEING CONFIGURED PROPERLY DUE TO COM FAILURE.
