Narrative:

ATC had cleared us for a visual approach. They asked us to keep our speed up. We crossed the OM at about 200 KTS with the gear down; flaps 5 degrees and the final descent checklist complete. Our reference speed was 135 KTS. I was sitting in the second jumpseat and had a very limited view of the captain's flight instruments and not much else. It seemed like we were too fast; but continued the approach. The captain was flying; and called for flaps 25 degrees then 30 degrees. Then he said 'it's not slowing down. I don't think the gear is all the way down!' I became concerned and undid my shoulder harness and loosened my seatbelt enough to move to see the landing gear was in fact down but the flaps were at 25 degrees because the airspeed was 175 KTS. We were below 1000 ft AGL so I called out 'airspeed.' at 500 ft we were still at reference +20 KTS or more so I called out 'airspeed; go around!' at about 450 ft the ground proximity called 'too low! Too low; terrain!' the captain then did the go around to an uneventful landing. I think that I should have been more proactive during the approach. Supplemental information from acn 770303: captain was PF. He was way too fast on final below 1000 ft. He had the gear down and flaps 15 degrees. We were at about 185 KTS. He asked for flaps 20 degrees but we were too fast. PNF selected 20 degrees then deselected flaps back to 15 degrees. At 500 ft we were still at about 175 KTS and had flaps 20 degrees. He wanted to continue. I said we're too fast. The other relief pilot said 'airspeed' and also said 'you're 40 KTS fast!' the captain said; 'do we have the gear down.' it was and had been down. I suggested we go around. The PNF kept moving the flap handle between 15-20 degrees. The GPWS went off twice; 'too low; terrain.' we finally went around.

THE CAPT WAS FLYING; AND CALLED FOR FLAPS 25 DEGS THEN 30 DEGS. THEN HE SAID 'IT'S NOT SLOWING DOWN. I DON'T THINK THE GEAR IS ALL THE WAY DOWN!' I BECAME CONCERNED AND UNDID MY SHOULDER HARNESS AND LOOSENED MY SEATBELT ENOUGH TO MOVE TO SEE THE LNDG GEAR WAS IN FACT DOWN BUT THE FLAPS WERE AT 25 DEGS BECAUSE THE AIRSPD WAS 175 KTS. WE WERE BELOW 1000 FT AGL SO I CALLED OUT 'AIRSPD.' AT 500 FT WE WERE STILL AT REF +20 KTS OR MORE SO I CALLED OUT 'AIRSPD; GO AROUND!' AT ABOUT 450 FT THE GND PROX CALLED 'TOO LOW! TOO LOW; TERRAIN!' THE CAPT THEN DID THE GAR TO AN UNEVENTFUL LNDG. I THINK THAT I SHOULD HAVE BEEN MORE PROACTIVE DURING THE APCH. SUPPLEMENTAL INFO FROM ACN 770303: CAPT WAS PF. HE WAS WAY TOO FAST ON FINAL BELOW 1000 FT. HE HAD THE GEAR DOWN AND FLAPS 15 DEGS. WE WERE AT ABOUT 185 KTS. HE ASKED FOR FLAPS 20 DEGS BUT WE WERE TOO FAST. PNF SELECTED 20 DEGS THEN DESELECTED FLAPS BACK TO 15 DEGS. AT 500 FT WE WERE STILL AT ABOUT 175 KTS AND HAD FLAPS 20 DEGS. HE WANTED TO CONTINUE. I SAID WE'RE TOO FAST. THE OTHER RELIEF PLT SAID 'AIRSPD' AND ALSO SAID 'YOU'RE 40 KTS FAST!' THE CAPT SAID; 'DO WE HAVE THE GEAR DOWN.' IT WAS AND HAD BEEN DOWN. I SUGGESTED WE GO AROUND.
