Narrative:

Aircraft flaps failed at 2 degrees on final approach to ZZZ1. Crew declared an emergency and diverted to ZZZ2. I had issues calculating landing distances with flap failures; due to the lack of training regarding flap failure. We have been told to reference the dispatch training bulletin for the latest information on flap failures. The information in this bulletin is confusing. When I asked the other dispatchers on duty at the time of the flap failure; we all came up with different landing distances. We need more precise training and instructions on flap failures; with or without contaminated runways. The training and reference materials that we have thus far have been inadequate.

Title: DISPATCHER WAS CONFRONTED WITH A CL65 WITH A FLAP MALFUNCTION. THE COMPANY'S REFERENCE MATERIALS FOR DETERMINING PERFORMANCE CALCULATIONS FOR THIS ANOMALY WERE CONFUSING AND INADEQUATE.

WHEN I ASKED THE OTHER DISPATCHERS ON DUTY AT THE TIME OF THE FLAP FAILURE; WE ALL CAME UP WITH DIFFERENT LNDG DISTANCES. WE NEED MORE PRECISE TRAINING AND INSTRUCTIONS ON FLAP FAILURES; WITH OR WITHOUT CONTAMINATED RWYS. THE TRAINING AND REF MATERIALS THAT WE HAVE THUS FAR HAVE BEEN INADEQUATE.
