Narrative:
Met aircraft being towed in to gate to perform walkaround for flight. The station was late towing it to the gate. Noticed damage to left stabilizer sliding seal. Immediately asked agent to call contract maintenance and I followed up by a call to maintenance control. Maintenance control responded that they saw nothing in the book; it was loud on the ramp and I could have misunderstood him; however. Aircraft taken OTS. Later I noticed an entry for 'horizontal stabilizer sliding seal missing;' 'open last month.' my concern is that it looks like someone knew about damage and either 1) didn't let the appropriate people know; or 2) did a poor job diagnosing the aircraft damage.
