Narrative:
Personnel and equipment working in the safety area right next to the runway 16L; the recently certified local controller was told by the ground controller that you have men and equipment in the safety area and you must give an advisory to all aircraft when they depart or land. 1 maybe 2 aircraft were given a caution then no more were given; then later on the same controller on local was told again by the local assist position 'you need to give an advisory.' 1 aircraft was given then no one else got an advisory. The supervisor said 'as long as it's on the ATIS you do not have to!' that was questioned? The next day same thing. It was finally looked up in the handbook and you must give each aircraft a caution on personnel in the safety area; but the proper procedure is still not taken when this happens again? I doubt it.

Title: SEA TWR CTLR VOICED CONCERN REGARDING REPEATED FAILURES BY THE LCL CTLR TO ADVISE DEP ACFT OF PERSONNEL/EQUIP IN RWY SAFETY AREA.
Narrative: PERSONNEL AND EQUIP WORKING IN THE SAFETY AREA RIGHT NEXT TO THE RWY 16L; THE RECENTLY CERTIFIED LCL CTLR WAS TOLD BY THE GND CTLR THAT YOU HAVE MEN AND EQUIP IN THE SAFETY AREA AND YOU MUST GIVE AN ADVISORY TO ALL ACFT WHEN THEY DEPART OR LAND. 1 MAYBE 2 ACFT WERE GIVEN A CAUTION THEN NO MORE WERE GIVEN; THEN LATER ON THE SAME CTLR ON LCL WAS TOLD AGAIN BY THE LCL ASSIST POS 'YOU NEED TO GIVE AN ADVISORY.' 1 ACFT WAS GIVEN THEN NO ONE ELSE GOT AN ADVISORY. THE SUPVR SAID 'AS LONG AS IT'S ON THE ATIS YOU DO NOT HAVE TO!' THAT WAS QUESTIONED? THE NEXT DAY SAME THING. IT WAS FINALLY LOOKED UP IN THE HANDBOOK AND YOU MUST GIVE EACH ACFT A CAUTION ON PERSONNEL IN THE SAFETY AREA; BUT THE PROPER PROC IS STILL NOT TAKEN WHEN THIS HAPPENS AGAIN? I DOUBT IT.
