Narrative:
I was relieving the ground controller. The tower brought the B737 across runway 16L at taxiway M; the DH8 at taxiway north. The controller; about to be relieved; had the B737 make a right turn taxi to designated spot; contact ramp now. The DH8 was just in front but coming across the runway right in front; so when the DH8 called; the ground controller had them taxi straight ahead and in front of the B737 and call ramp. So both aircraft are on the movement area without instructions and switch over on frequency to ramp; which give no control instructions? The pilot of the B737 saw the DH8 and let them go in front; but I questioned the ground controller (this was all before the brief) if any instructions should be given; a blank stare was all I got!

Title: SEA GND CTLR WITNESSED PREVIOUS GND CTLR FAIL TO RESOLVE GND CONFLICT BEFORE SWITCHING ACFT TO RAMP CTL.
Narrative: I WAS RELIEVING THE GND CTLR. THE TWR BROUGHT THE B737 ACROSS RWY 16L AT TXWY M; THE DH8 AT TXWY N. THE CTLR; ABOUT TO BE RELIEVED; HAD THE B737 MAKE A R TURN TAXI TO DESIGNATED SPOT; CONTACT RAMP NOW. THE DH8 WAS JUST IN FRONT BUT COMING ACROSS THE RWY RIGHT IN FRONT; SO WHEN THE DH8 CALLED; THE GND CTLR HAD THEM TAXI STRAIGHT AHEAD AND IN FRONT OF THE B737 AND CALL RAMP. SO BOTH ACFT ARE ON THE MOVEMENT AREA WITHOUT INSTRUCTIONS AND SWITCH OVER ON FREQ TO RAMP; WHICH GIVE NO CTL INSTRUCTIONS? THE PLT OF THE B737 SAW THE DH8 AND LET THEM GO IN FRONT; BUT I QUESTIONED THE GND CTLR (THIS WAS ALL BEFORE THE BRIEF) IF ANY INSTRUCTIONS SHOULD BE GIVEN; A BLANK STARE WAS ALL I GOT!
