Narrative:

The gpi ASOS was OTS and the most recent report was given at XA55Z. Our flight was scheduled to depart gpi at XF30Z. A current taf was available for gpi and did not indicate that WX at departure time would adversely affect the safety of flight. Conditions in surrounding areas were taken into account. After discussion with the PIC; a decision was jointly made that the flight was safe to depart. I could not find any regulations or policies that specified how recent a WX report must be issued before a flight.

Title: DISPATCHER OF Q400 IS CONCERNED ABOUT LEGALITY OF DEPARTURE FROM GPI WITH LATEST AVAILABLE WEATHER FIVE HOURS OLD.

Narrative: THE GPI ASOS WAS OTS AND THE MOST RECENT RPT WAS GIVEN AT XA55Z. OUR FLT WAS SCHEDULED TO DEPART GPI AT XF30Z. A CURRENT TAF WAS AVAILABLE FOR GPI AND DID NOT INDICATE THAT WX AT DEP TIME WOULD ADVERSELY AFFECT THE SAFETY OF FLT. CONDITIONS IN SURROUNDING AREAS WERE TAKEN INTO ACCOUNT. AFTER DISCUSSION WITH THE PIC; A DECISION WAS JOINTLY MADE THAT THE FLT WAS SAFE TO DEPART. I COULD NOT FIND ANY REGS OR POLICIES THAT SPECIFIED HOW RECENT A WX RPT MUST BE ISSUED BEFORE A FLT.
