Narrative:

While taxiing into the gate with the aircraft in motion; an air carrier vehicle (a tug used to pull bag carts) driven by a man in an air carrier uniform drove entirely into the designated clear area and then under the right wing area. To avoid a potential collision and in compliance with flight manual procedures I stopped the aircraft until the vehicle was clear. At no time did the guideman direct me to stop. Additionally; I stopped short of the final parking position until the tractor and towbar was moved beyond the equipment clrlines. While waiting for the tractor to be moved the guideman gestured and left the area; evidently ignorant of or unwilling to comply with established parking procedures. The parking process took at least 10 mins.

Title: A B757 CAPT TAXIING IN TO THE GATE IN SJU WAS FORCED TO STOP WHEN A TUG DRIVER DROVE IN FRONT OF HIM.

Narrative: WHILE TAXIING INTO THE GATE WITH THE ACFT IN MOTION; AN ACR VEHICLE (A TUG USED TO PULL BAG CARTS) DRIVEN BY A MAN IN AN ACR UNIFORM DROVE ENTIRELY INTO THE DESIGNATED CLR AREA AND THEN UNDER THE R WING AREA. TO AVOID A POTENTIAL COLLISION AND IN COMPLIANCE WITH FLT MANUAL PROCS I STOPPED THE ACFT UNTIL THE VEHICLE WAS CLR. AT NO TIME DID THE GUIDEMAN DIRECT ME TO STOP. ADDITIONALLY; I STOPPED SHORT OF THE FINAL PARKING POS UNTIL THE TRACTOR AND TOWBAR WAS MOVED BEYOND THE EQUIP CLRLINES. WHILE WAITING FOR THE TRACTOR TO BE MOVED THE GUIDEMAN GESTURED AND LEFT THE AREA; EVIDENTLY IGNORANT OF OR UNWILLING TO COMPLY WITH ESTABLISHED PARKING PROCS. THE PARKING PROCESS TOOK AT LEAST 10 MINS.
