Narrative:
Declared an emergency; accomplished QRH and emergency descent to 10000 ft and diverted for an uneventful overweight landing. Accomplished QRH with no help; still unable to control cabin altitude. With outflow valve fully closed cabin continued to climb. At FL320; pressure flow light illuminated with an unscheduled cabin climb. Right pack AC supply pressure was reading zero; left pack was normal.
