Narrative:

After takeoff from ZZZ; while passing FL190; our aircraft gave us a tail compartment temperature high. We performed the immediate action and the QRH procedure. The tail compartment temperature high went out after 2 mins; but came back on twice more after the QRH procedure was completed. We decided to return to ZZZ. We also got a pressurization flow light and the right AC pack had very erratic low pressure during the descent; center declared an emergency for our return to ZZZ and we asked for crash fire rescue equipment. We made an uneventful overweight landing of 141700 pounds at ZZZ.
