Narrative:

Prior to beginning of my shift; maintenance found an airbus with abs xwired. A plan was put into action to inspect all system that have been worked on in the system. The fleet was to be grounded until all aircraft had been inspected for proper wiring. Maintenance came up with a maintenance data item to reflect the work needing to be done. Flight was sent a clear maintenance release departing without the inspection. The maintenance release was; therefore; incorrect.

Title: DISPATCHER REPORTS OF THEIR MAINT FINDING AN AIRBUS A320 WITH AN ANTI-SKID ELECTRICAL HARNESS CROSS-WIRED. ACFT WAS GIVEN A MAINT RELEASE PRIOR TO NECESSARY WORK BEING ACCOMPLISHED AND INSPECTED.

FLT WAS SENT A CLR MAINT RELEASE DEPARTING WITHOUT THE INSPECTION. THE MAINT RELEASE WAS; THEREFORE; INCORRECT.
