Narrative:
Fai approach airspace is bordered by 3 restr areas: R2205; R2202; and R2211. Fai airspace is capped at 10000 ft MSL. For as long as I have worked at zan; our tmu has been tasked with notifying the sectors bordering fai when these restr areas are active. Due to a change in a military letter of procedure; which we; as controllers; have no input into the design and implementation of; fai was designated the controling agency for R2211. Because of this letter of procedure our tmu management has decided it no longer is required to notify the surrounding sectors of when the restr area R2211 is active. We; as controllers; are now faced with complete uncertainty as to when R2211 is active and when it isn't and are; therefore; obliged to never allow aircraft to enter this airspace because we don't want to be the cause of an accident or incident. This is absolutely unacceptable to me as an ATC controller. I have tried since this was implemented to get our facility to fix this issue to no avail.

Title: ZAN CTLR VOICED CONCERN REGARDING A RECENT CHANGE THAT DOES NOT PROVIDE RESTRICTED AREA ACTIVATION INFO TO THE CTLRS.
Narrative: FAI APCH AIRSPACE IS BORDERED BY 3 RESTR AREAS: R2205; R2202; AND R2211. FAI AIRSPACE IS CAPPED AT 10000 FT MSL. FOR AS LONG AS I HAVE WORKED AT ZAN; OUR TMU HAS BEEN TASKED WITH NOTIFYING THE SECTORS BORDERING FAI WHEN THESE RESTR AREAS ARE ACTIVE. WE; AS CTLRS; ARE NOW FACED WITH COMPLETE UNCERTAINTY AS TO WHEN R2211 IS ACTIVE AND WHEN IT ISN'T AND ARE; THEREFORE; OBLIGED TO NEVER ALLOW ACFT TO ENTER THIS AIRSPACE BECAUSE WE DON'T WANT TO BE THE CAUSE OF AN ACCIDENT OR INCIDENT. THIS IS ABSOLUTELY UNACCEPTABLE TO ME AS AN ATC CTLR. I HAVE TRIED SINCE THIS WAS IMPLEMENTED TO GET OUR FACILITY TO FIX THIS ISSUE TO NO AVAIL.
