Narrative:
I was conducting flight instruction at laconia municipal airport (lci). At XA30; my private pilot student and I called 1-800-wxbrief; for a full standard WX briefing. There were several NOTAMS for lci but none stating airport closure due to snow removal operation requiring a ppr (prior permission required). It was later documented that a NOTAM was issued at XA48 or at the time of our engine run-up. After taxi and engine run and proper announcement on the CTAF 123.0 my student took runway 26 for departure. There was aircraft engine roughness and the takeoff was aborted. After exiting the runway we were told via the CTAF that the airport was NOTAM closed. Sum: as is my standard professional practice I called for and received a full standard briefing 18 mins prior to the NOTAM being issued. We attempted to depart 2 mins after the NOTAM was put on file with flight service. There was no way for my student or I to be aware of the NOTAM. We used standard communications via the CTAF with no challenge from snow removal crew nor the airport manager. It should be noted that another aircraft departed moments prior to our attempted departure. Recommendation for safety improvement: NOTAMS should be timely communicated by the airport manager to the 2 FBO's on field. The pilot is responsible for getting a full standard briefing and obtaining any pertinent NOTAMS. As noted above despite the best professional efforts there can be timing issues. The snow removal crew as well as airport manager should be continuously monitoring the CTAF for aircraft attempting to land or depart the airport during times of snow removal.

RECOMMENDATION FOR SAFETY IMPROVEMENT: NOTAMS SHOULD BE TIMELY COMMUNICATED BY THE ARPT MGR TO THE 2 FBO'S ON FIELD. THE PLT IS RESPONSIBLE FOR GETTING A FULL STANDARD BRIEFING AND OBTAINING ANY PERTINENT NOTAMS. AS NOTED ABOVE DESPITE THE BEST PROFESSIONAL EFFORTS THERE CAN BE TIMING ISSUES. THE SNOW REMOVAL CREW AS WELL AS ARPT MGR SHOULD BE CONTINUOUSLY MONITORING THE CTAF FOR ACFT ATTEMPTING TO LAND OR DEPART THE ARPT DURING TIMES OF SNOW REMOVAL.
