Narrative:

Problem: ATC supervisor; a front line manager; would not dictate; nor allow a runway change; allowing for aircraft to land into the wind; on a runway most aligned with the wind causing a very unsafe environment to aviators. Prc had 2 local controllers at the time; both complaining of the crosswind. Runway in use was runway 3L and runway 34; wind was 300 degrees at 10 KTS gusting to +15 KTS. Runway 30 was available at the time. Supervisor stated we'd give it 10 more mins; and aircraft in closed traffic were landing to taxi back to their line; due to xwinds. Supervisor (front line manager) may not have understood gravity of crosswind conditions. Per prc ATCT facility SOP; prc order 7110.9H; paragraph 8.a(1); supervisor makes determination of which runways will be utilized. Judgement by supervisor was the problem; causing an unsafe/dangerous situation.

Title: CTLR VOICED CONCERN REGARDING SUPVR DECISION NOT TO CHANGE RWYS AND CONTINUE TO OPERATE WITH A TAILWIND FACTOR.

Narrative: PROB: ATC SUPVR; A FRONT LINE MGR; WOULD NOT DICTATE; NOR ALLOW A RWY CHANGE; ALLOWING FOR ACFT TO LAND INTO THE WIND; ON A RWY MOST ALIGNED WITH THE WIND CAUSING A VERY UNSAFE ENVIRONMENT TO AVIATORS. PRC HAD 2 LCL CTLRS AT THE TIME; BOTH COMPLAINING OF THE XWIND. RWY IN USE WAS RWY 3L AND RWY 34; WIND WAS 300 DEGS AT 10 KTS GUSTING TO +15 KTS. RWY 30 WAS AVAILABLE AT THE TIME. SUPVR STATED WE'D GIVE IT 10 MORE MINS; AND ACFT IN CLOSED TFC WERE LNDG TO TAXI BACK TO THEIR LINE; DUE TO XWINDS. SUPVR (FRONT LINE MGR) MAY NOT HAVE UNDERSTOOD GRAVITY OF XWIND CONDITIONS. PER PRC ATCT FACILITY SOP; PRC ORDER 7110.9H; PARAGRAPH 8.A(1); SUPVR MAKES DETERMINATION OF WHICH RWYS WILL BE UTILIZED. JUDGEMENT BY SUPVR WAS THE PROB; CAUSING AN UNSAFE/DANGEROUS SITUATION.
