Narrative:
Departed ZZZ with 5 passenger en route to ZZZ1. At FL310; #2 engine started rolling back from 98.9% N1 passing through 73.0% N1 and decreasing. Moved throttle forward and back with no engine control. Declared emergency and requested lower as single engine will not support at altitude. I had tankered fuel from ZZZ and this had me over gross weight for landing. First officer secured #2 engine; performed single engine checklist. After rough calculation; I would be at maximum landing weight returning to ZZZ. I made the decision to return to ZZZ as to the interest of safety and being able to reduce to maximum landing weight. Requested descent to 12000 ft MSL to have a higher fuel burn and I also had the first officer start the APU to augment burning fuel and also having another generator and bleed air source. I chose not to try and relight as I did not know why it failed in the first place. Descent; visual approach; and landing were uneventful.

Title: SBR1 LOSES RIGHT ENGINE AT CRUISE. RETURNS TO DEP ARPT.
Narrative: DEPARTED ZZZ WITH 5 PAX ENRTE TO ZZZ1. AT FL310; #2 ENG STARTED ROLLING BACK FROM 98.9% N1 PASSING THROUGH 73.0% N1 AND DECREASING. MOVED THROTTLE FORWARD AND BACK WITH NO ENG CTL. DECLARED EMER AND REQUESTED LOWER AS SINGLE ENG WILL NOT SUPPORT AT ALT. I HAD TANKERED FUEL FROM ZZZ AND THIS HAD ME OVER GROSS WT FOR LNDG. FO SECURED #2 ENG; PERFORMED SINGLE ENG CHKLIST. AFTER ROUGH CALCULATION; I WOULD BE AT MAX LNDG WT RETURNING TO ZZZ. I MADE THE DECISION TO RETURN TO ZZZ AS TO THE INTEREST OF SAFETY AND BEING ABLE TO REDUCE TO MAX LNDG WT.
