Narrative:

After departing ZZZ during climb out; we received a right cowl anti-ice caution message (abnormal 11-2). Although our tat was 11 degrees C; we were in IMC and after conferring with maintenance control and dispatch; I decided it best to return to ZZZ due to possibility of encountering icing conditions if we climbed. We diverted back to ZZZ; declared an emergency because we were landing overweight at 48490 pounds. I contacted maintenance control and they told me to land at a rate below 300 FPM during the landing. I landed with a rate around 300 FPM; landed without further incident. We xferred the controls from first officer to captain for the landing.

Title: FAILURE OF THE RIGHT COWL ANTI-ICE VALVE SHORTLY AFTER TKOF RESULTS IN A RETURN TO DEP ARPT FOR CARJ.

Narrative: AFTER DEPARTING ZZZ DURING CLBOUT; WE RECEIVED A R COWL ANTI-ICE CAUTION MESSAGE (ABNORMAL 11-2). ALTHOUGH OUR TAT WAS 11 DEGS C; WE WERE IN IMC AND AFTER CONFERRING WITH MAINT CTL AND DISPATCH; I DECIDED IT BEST TO RETURN TO ZZZ DUE TO POSSIBILITY OF ENCOUNTERING ICING CONDITIONS IF WE CLBED. WE DIVERTED BACK TO ZZZ; DECLARED AN EMER BECAUSE WE WERE LNDG OVERWT AT 48490 LBS. I CONTACTED MAINT CTL AND THEY TOLD ME TO LAND AT A RATE BELOW 300 FPM DURING THE LNDG. I LANDED WITH A RATE AROUND 300 FPM; LANDED WITHOUT FURTHER INCIDENT. WE XFERRED THE CTLS FROM FO TO CAPT FOR THE LNDG.
