Narrative:

On rotation (takeoff); a strong burning smell in tail cone area where I was sitting. It smelled like someone was burning toast; but stronger. Called captain on takeoff and advised him of the strong smells in back of aircraft. He called back within 1 min and advised that we were turning around and landing back at ZZZ. There was no smoke in cabin that I saw. Crew and passenger were complaining of burning eyes and headaches. Landed aircraft heavy and fireman walked around aircraft looking for 'hot spots' and then we went back to gate. Fireman came on board to look inside tail cone for any 'hot spots.' passenger deplaned at jet bridge after fireman got off.
