Narrative:
Our departure clearance was 'cleared to destination as filed; fly agosa alpha departure; maintain FL240.' the agosa alpha departure is depicted on the kuala lumpur; malaysia plates. We started; taxied; and were cleared for takeoff from runway 32R without any problems. The takeoff clearance added no additional route instructions; it was merely; 'cleared for takeoff; runway 32R.' after takeoff; at 4700 ft MSL; we were handed off to lumpur approach on a frequency different from that listed on the departure plate. After the captain checked in; approach directed us to level off at 6000 ft MSL. We did this without deviation. Then the approach controller proceeded to chastise us for not following the required procedure which apparently was to contact him passing 2000 ft and stop climb at 6000 ft. The controller was hostile toward us; mentioning many things such as 'this isn't happening today.' he stated that the procedure we missed was listed in aip supplement 12.8. He eventually cleared us to climb on our flight plan. We referred to our NOTAMS and all of our flight planning products to find out where we might have overlooked this apparently important information. We had no access to the aip supplements on board the airplane and could find nothing in the NOTAMS or any of the required pubs we were carrying. When we arrived at our destination we called our dispatcher to inquire why we hadn't been provided this information. The dispatcher was unaware of the information and even replied to us that the dispatchers couldn't even access the aip's as they were 'locked up in a room upstairs.'

Title: FLT CREW DEPARTING WMKK ON THE AGOSA ALPHA DEPARTURE IS CHASTISED BY ATC FOR NOT COMPLYING WITH THE REQUIREMENTS OF AIP 12.8 FOR MALAYSIA.
Narrative: OUR DEP CLRNC WAS 'CLRED TO DEST AS FILED; FLY AGOSA ALPHA DEP; MAINTAIN FL240.' THE AGOSA ALPHA DEP IS DEPICTED ON THE KUALA LUMPUR; MALAYSIA PLATES. WE STARTED; TAXIED; AND WERE CLRED FOR TKOF FROM RWY 32R WITHOUT ANY PROBS. THE TKOF CLRNC ADDED NO ADDITIONAL RTE INSTRUCTIONS; IT WAS MERELY; 'CLRED FOR TKOF; RWY 32R.' WHEN WE ARRIVED AT OUR DEST WE CALLED OUR DISPATCHER TO INQUIRE WHY WE HADN'T BEEN PROVIDED THIS INFO. THE DISPATCHER WAS UNAWARE OF THE INFO AND EVEN REPLIED TO US THAT THE DISPATCHERS COULDN'T EVEN ACCESS THE AIP'S AS THEY WERE 'LOCKED UP IN A ROOM UPSTAIRS.'
