Narrative:

WX at mdw approximately 1800-2200 ft broken. Winds southeast gusting 22. Approach in use was ILS runway 4R circle to runway 13C. The winds at 1700 ft MSL southeast 55-60 knots. I believe that we should have been using the ILS to runway 13C. A night circle in those conditions seems to give little margin for error. When other aircraft asked about the 13C approach; they were told it conflicted with ord. Use ILS to proper runway when available.

Title: ACR ACFT ARRIVING MDW IS ISSUED CLEARANCE FOR ILS 4R CIRCLE TO LAND 13C DURING NIGHTTIME WITH STRONG GUSTING SOUTHEASTERLY WINDS.

Narrative: WX AT MDW APPROX 1800-2200 FT BKN. WINDS SE GUSTING 22. APCH IN USE WAS ILS RWY 4R CIRCLE TO RWY 13C. THE WINDS AT 1700 FT MSL SE 55-60 KNOTS. I BELIEVE THAT WE SHOULD HAVE BEEN USING THE ILS TO RWY 13C. A NIGHT CIRCLE IN THOSE CONDITIONS SEEMS TO GIVE LITTLE MARGIN FOR ERROR. WHEN OTHER ACFT ASKED ABOUT THE 13C APCH; THEY WERE TOLD IT CONFLICTED WITH ORD. USE ILS TO PROPER RWY WHEN AVAILABLE.
