Narrative:
I was departing runway 32L at T10 intersection which is a departure only runway; north local coordination a northbound departure on runway 32R which I released. Several mins had passed since I heard 'rolling 32R' so I assumed the aircraft was long gone. We noticed they were side-by-side after switching them to departure then called the departure controller. The tower is under construction; therefore; I was unable to see runway 32R. 32L T10 is directly in front of me but my equipment (d-brite; asde-X) had been repositioned behind me for construction. They built a center elevated work area in the tower which blocks the view of the entire north side of the airport and it is very hard to hear what is going on and most coordination is verbal. Normally I would have looked at the d-brite prior to switching to departure but it was behind me and my work was in front of me.

Title: ORD CTLR EXPERIENCED OPERROR AT 1000 FT WHEN FAILING TO NOTE SEPARATION WITH RELEASED PARALLEL RWY TFC; CITING TWR VISIBILITY OBSTRUCTION.
Narrative: I WAS DEPARTING RWY 32L AT T10 INTXN WHICH IS A DEP ONLY RWY; N LCL COORD A NBOUND DEP ON RWY 32R WHICH I RELEASED. SEVERAL MINS HAD PASSED SINCE I HEARD 'ROLLING 32R' SO I ASSUMED THE ACFT WAS LONG GONE. WE NOTICED THEY WERE SIDE-BY-SIDE AFTER SWITCHING THEM TO DEP THEN CALLED THE DEP CTLR. THE TWR IS UNDER CONSTRUCTION; THEREFORE; I WAS UNABLE TO SEE RWY 32R. 32L T10 IS DIRECTLY IN FRONT OF ME BUT MY EQUIP (D-BRITE; ASDE-X) HAD BEEN REPOSITIONED BEHIND ME FOR CONSTRUCTION. THEY BUILT A CTR ELEVATED WORK AREA IN THE TWR WHICH BLOCKS THE VIEW OF THE ENTIRE N SIDE OF THE ARPT AND IT IS VERY HARD TO HEAR WHAT IS GOING ON AND MOST COORD IS VERBAL.
