Narrative:
Working with a ZZZ mechanic for MEL application; rvsm downgrade was not applied due to heavy workload and confusion interpreting the MEL details. Heavy workload (call volume) due to confusing MEL manual accompanied by confusing MEL application process. Verbal notification to crew through his dispatcher and telecon with captain upon arrival at ZZZ1. Paperwork corrected and aircraft continued service. MEL 34-xx-xx issued with CAT downgrade; but rvsm placard missed in ZZZ. Notified crew after pushback and corrected paperwork upon arrival at ZZZ1. No abnormalities noted. Get maintenance control operations to make the maintenance control position less stressful and easier to work with. The designers of the processes for maintenance control never asked a maintenance control technician how the job is done. It delays the operation and is confusing. This is a front line position that directly impacts the operation and has become stressful to the employees.
