Narrative:
While on a flight to teb and on the jaike 2 arrival; we were cleared to cross jaike intersection at 13000 ft which is not a mandatory or an expect crossing fix. Ilene is the mandatory fix to cross at 13000 ft. We crossed jaike at 13000 ft and were cleared to cross regle at 7000 ft and resume the jaike arrival. The second pilot put 7000 ft in the altitude alerter and I began my descent to 7000 ft on the jaike arrival. At this time the controller asked if we had time for a question about the jaike arrival. The controller wanted to know what altitude we would fly after regle intersection -- would we fly 7000 ft or descend to 4000 ft at sbj; which is an expect altitude? We said we would fly 7000 ft because 4000 ft is an expect altitude. The controller was polling us because some pilots were descending to cross sbj at 4000 ft without clearance; and he was trying to understand the problem they were having with the arrival. While this was taking place; I crossed wacki intersection at 10000 ft and 250 KTS. Crossing altitude at wacki is 11000 ft and 250 KTS. The controller noticed that we had crossed wacki at 10000 ft not 11000 ft per the arrival. He wanted to know if our FMS had done this or had we done this. Our answer was that we had done it thinking our next altitude crossing was 7000 ft at regle intersection. I think the time we spent talking with the controller distraction us somewhat; however; I think the real problem lies within the arrival itself. The controllers are giving crossing altitudes at fixes that are assigned to other fixes; also the arrival is interspersed with expect altitudes and mandatory altitudes. One other area of concern is the way the controller cleared me to cross the last mandatory crossing fix at 7000 ft and comply with the arrival; instead of clearing me to cross the first mandatory fix at 11000 ft and comply with the arrival. I think this caused me to focus on crossing regle at 7000 ft instead of focusing on wacki at 11000 ft and putting the next crossing altitude in sequence. I think this was an attempt to prevent pilots from descending to 4000 ft at sbj.

I THINK THE TIME WE SPENT TALKING WITH THE CTLR DISTR US SOMEWHAT; HOWEVER; I THINK THE REAL PROB LIES WITHIN THE ARR ITSELF. THE CTLRS ARE GIVING XING ALTS AT FIXES THAT ARE ASSIGNED TO OTHER FIXES; ALSO THE ARR IS INTERSPERSED WITH EXPECT ALTS AND MANDATORY ALTS. ONE OTHER AREA OF CONCERN IS THE WAY THE CTLR CLRED ME TO CROSS THE LAST MANDATORY XING FIX AT 7000 FT AND COMPLY WITH THE ARR; INSTEAD OF CLRING ME TO CROSS THE FIRST MANDATORY FIX AT 11000 FT AND COMPLY WITH THE ARR. I THINK THIS CAUSED ME TO FOCUS ON XING REGLE AT 7000 FT INSTEAD OF FOCUSING ON WACKI AT 11000 FT AND PUTTING THE NEXT XING ALT IN SEQUENCE. I THINK THIS WAS AN ATTEMPT TO PREVENT PLTS FROM DSNDING TO 4000 FT AT SBJ.
