Narrative:

New immediate action memory items were issued via the WX packet. The direction given was these items were to be immediately committed to memory prior to next flight. According to the operations manual; manual revisions: 'information contained in newsletter pubs is for emphasis only and will only constitute procedural change after being placed into company pubs via revision or bulletin.' we are violating our own FAA approved procedures by doing this and have had no training on how to conduct these items using crew coordination. Is it still challenge response action response or does the PNF call out as they are doing it hoping the PF is confirming the correct motor is being verified? NASA ames spent millions of dollars researching checklists during the late 80's and 90's. Results proved pilots do more harm than good by having quick hands in the cockpit and often miss memory items during actual emergencys. Why are we going back and doing procedures that were proven to be less safe than our current procedures? Verify that new procedures are indeed safer via research. Conduct training on new procedures; then implement via revision or bulletin. Callback conversation with reporter revealed the following information: the reporter advised that a new FAA poi was assigned to the airline who determined that the long established checklist based emergency procedures failed to comply with aircraft manufacturer's aom. Further; no waiver to the need for such compliance was on record. According to the reporter the threat of stopping all the air carrier's operations unless immediate compliance was implemented forced the company to undertake the unprecedented method of distribution of the new procedures. A method which; ironically; appears not in compliance with their own FAA approved operations manual. Reporter reemphasized his belief that the net result of the poi's demand is a diminution of safety rather than an enhancement.

Title: ACR FO REPORTS COMPANY IS IMPLEMENTING EMERGENCY PROCEDURE MODIFICATIONS VIA ATTACHMENT TO FLT CREWS' WEATHER PACKAGES; CONTRARY TO THEIR OWN OPERATIONS MANUAL.

CONDUCT TRAINING ON NEW PROCS; THEN IMPLEMENT VIA REVISION OR BULLETIN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE REPORTER ADVISED THAT A NEW FAA POI WAS ASSIGNED TO THE AIRLINE WHO DETERMINED THAT THE LONG ESTABLISHED CHECKLIST BASED EMERGENCY PROCEDURES FAILED TO COMPLY WITH ACFT MANUFACTURER'S AOM. FURTHER; NO WAIVER TO THE NEED FOR SUCH COMPLIANCE WAS ON RECORD. ACCORDING TO THE REPORTER THE THREAT OF STOPPING ALL THE ACR'S OPERATIONS UNLESS IMMEDIATE COMPLIANCE WAS IMPLEMENTED FORCED THE COMPANY TO UNDERTAKE THE UNPRECEDENTED METHOD OF DISTRIBUTION OF THE NEW PROCEDURES. A METHOD WHICH; IRONICALLY; APPEARS NOT IN COMPLIANCE WITH THEIR OWN FAA APPROVED OPERATIONS MANUAL. REPORTER REEMPHASIZED HIS BELIEF THAT THE NET RESULT OF THE POI'S DEMAND IS A DIMINUTION OF SAFETY RATHER THAN AN ENHANCEMENT.
