Narrative:
Around XA30; abc; a total of 5 vehicles were approved into the closed portions of taxiway a and runway 19R. Approximately 15 later; abc called over the radio to add another vehicle; a dump truck; to his company. To determine the position of the vehicle to add; I asked abc where this vehicle was located. Abc indicated the vehicle to be added was already with the other vehicles on the closed portion of the runway. After visually observing the dump truck in the closed portion with the rest of the vehicles; I asked how the vehicle had reached that point; as no individual vehicles had initiated radio communications for approval into the closed portions of the taxiway and/or runway. Abc indicated that the vehicle apparently assumed the appropriate coordination had been made for him. I told abc that I would now show a total of 6 vehicles in his company and asked him to educate the driver of the dump truck regarding the procedures for vehicular movements between the closed portions of the taxiway/runway and non-movement areas. Supplemental information from acn 784666: partial runway closure was in effect due to construction adjacent to the runway. Local agreement with the airport management requests the construction crew to report entering and leaving their work area. We have had numerous problems with this. The contractors are unfamiliar with basic radio procedures. Today; a group of 5 vehicles went to the work area. About 15 mins later; a 6TH vehicle joined them without reporting their movement to us. The presence of the 6TH vehicle was reported to us when he wanted to leave the work area. I do not believe we should be trying to keep track of vehicles that aren't on any movement areas; but if we are going to track them; the vehicle operators need much better training.

LCL AGREEMENT WITH THE ARPT MGMNT REQUESTS THE CONSTRUCTION CREW TO RPT ENTERING AND LEAVING THEIR WORK AREA. WE HAVE HAD NUMEROUS PROBS WITH THIS. THE CONTRACTORS ARE UNFAMILIAR WITH BASIC RADIO PROCS. TODAY; A GROUP OF 5 VEHICLES WENT TO THE WORK AREA. ABOUT 15 MINS LATER; A 6TH VEHICLE JOINED THEM WITHOUT RPTING THEIR MOVEMENT TO US. THE PRESENCE OF THE 6TH VEHICLE WAS RPTED TO US WHEN HE WANTED TO LEAVE THE WORK AREA. I DO NOT BELIEVE WE SHOULD BE TRYING TO KEEP TRACK OF VEHICLES THAT AREN'T ON ANY MOVEMENT AREAS; BUT IF WE ARE GOING TO TRACK THEM; THE VEHICLE OPERATORS NEED MUCH BETTER TRAINING.
