Narrative:
I was operating ground control; combined with clearance delivery and flight data; due to a lack of personnel on watch. I taxied aircraft X to the active runway (runway 30); which resulted in the aircraft crossing runway 30; another active runway 21L. We were in the process of changing runways; due to wind. I had 2 other aircraft holding short of runway 21L at intersection C3; and another at D6. Simultaneously; I had other duties to contend with in regards to flight data and clearance delivery. Aircraft Y departed runway 21L as aircraft X crossed runway on taxiway east. I was well rested when arriving at work 45 mins earlier. Traffic was busy and complex. There were too many complex factors occurring at the same time. Due to vicinity of ramp; where aircraft X was taxied from; aircraft should have been instructed to hold position; until runway change had been completed. Additionally; another controller on flight data would have allowed focus on ground movement of aircraft.

Title: PRC CTLR WORKING COMBINED GND/FD/CD POSITIONS EXPERIENCED OPERROR WHEN TAXIING ACFT ACROSS ACTIVE RWY.
Narrative: I WAS OPERATING GND CTL; COMBINED WITH CLRNC DELIVERY AND FLT DATA; DUE TO A LACK OF PERSONNEL ON WATCH. I TAXIED ACFT X TO THE ACTIVE RWY (RWY 30); WHICH RESULTED IN THE ACFT XING RWY 30; ANOTHER ACTIVE RWY 21L. WE WERE IN THE PROCESS OF CHANGING RWYS; DUE TO WIND. I HAD 2 OTHER ACFT HOLDING SHORT OF RWY 21L AT INTXN C3; AND ANOTHER AT D6. SIMULTANEOUSLY; I HAD OTHER DUTIES TO CONTEND WITH IN REGARDS TO FLT DATA AND CLRNC DELIVERY. ACFT Y DEPARTED RWY 21L AS ACFT X CROSSED RWY ON TXWY E. I WAS WELL RESTED WHEN ARRIVING AT WORK 45 MINS EARLIER. TFC WAS BUSY AND COMPLEX. THERE WERE TOO MANY COMPLEX FACTORS OCCURRING AT THE SAME TIME. DUE TO VICINITY OF RAMP; WHERE ACFT X WAS TAXIED FROM; ACFT SHOULD HAVE BEEN INSTRUCTED TO HOLD POS; UNTIL RWY CHANGE HAD BEEN COMPLETED. ADDITIONALLY; ANOTHER CTLR ON FLT DATA WOULD HAVE ALLOWED FOCUS ON GND MOVEMENT OF ACFT.
