Narrative:
During preflight planning in ZZZ; discovered a deferral for wing anti-ice valve; which had the valve secured open. The deferral included a lengthy list of flight crew actions. Not having prior experience with this type of deferral; I accepted the deferral and signed for the aircraft. This particular deferral had an ECAM to accomplish right after engine start; and then another ECAM right after takeoff. It was this later ECAM that was of concern to me. Right after the 'takeoff inhibit' message goes away after takeoff; an ECAM with a master caution appears. This requires the PNF to go heads down shortly after takeoff and deal with the ECAM; all during a very critical phase of flight. After completing this ECAM as part of the deferral; I became convinced that I would not accept the aircraft for further flight after ZZZ1. We were originally supposed to take this aircraft ZZZ-ZZZ1-ZZZ2. While en route; I sent a maintenance message via ACARS refusing aircraft for the next flight; and included both captain's names. Upon arrival at ZZZ1; after exiting into the terminal; I spoke with a captain at an adjacent podium who was printing his flight papers. He told me he just refused an aircraft for a wing anti-ice deferral -- the plane we had just brought in. Our aircraft was already being shopped around. The next day; I wanted to see if our original aircraft refusal was listed on the log history for the aircraft -- it was not. There was no record of my refusal or the captain's in ZZZ1: these refusals are being scrubbed from the maintenance histories and hidden from follow-on capts; even when sent via ACARS. When I flight plan for a flight and look over the aircraft maintenance history; I want every piece of pertinent information about the plane; and this definitely would include whether a crew had just turned down the aircraft. Our flight operations' safety margin is steadily eroding and 'captain's authority/authorized' is a meaningless phrase out on the line.

Title: PLT REFUSED TO FLY AN A319 WITH A DEFERRED ITEM; AND ENTERED THE REFUSAL INTO THE MAINT COMPUTER LOG. THIS REFUSAL SHOULD HAVE REMAINED IN THE MAINT LOG; BUT WAS REMOVED.

UPON ARR AT ZZZ1; AFTER EXITING INTO THE TERMINAL; I SPOKE WITH A CAPT AT AN ADJACENT PODIUM WHO WAS PRINTING HIS FLT PAPERS. HE TOLD ME HE JUST REFUSED AN ACFT FOR A WING ANTI-ICE DEFERRAL -- THE PLANE WE HAD JUST BROUGHT IN. OUR ACFT WAS ALREADY BEING SHOPPED AROUND. THE NEXT DAY; I WANTED TO SEE IF OUR ORIGINAL ACFT REFUSAL WAS LISTED ON THE LOG HISTORY FOR THE ACFT -- IT WAS NOT. THERE WAS NO RECORD OF MY REFUSAL OR THE CAPT'S IN ZZZ1: THESE REFUSALS ARE BEING SCRUBBED FROM THE MAINT HISTORIES AND HIDDEN FROM FOLLOW-ON CAPTS; EVEN WHEN SENT VIA ACARS. WHEN I FLT PLAN FOR A FLT AND LOOK OVER THE ACFT MAINT HISTORY; I WANT EVERY PIECE OF PERTINENT INFO ABOUT THE PLANE; AND THIS DEFINITELY WOULD INCLUDE WHETHER A CREW HAD JUST TURNED DOWN THE ACFT. OUR FLT OPS' SAFETY MARGIN IS STEADILY ERODING AND 'CAPT'S AUTH' IS A MEANINGLESS PHRASE OUT ON THE LINE.
