Narrative:

After a maintenance delay following a 'flaps fail' cas message; we departed for ZZZ. Upon arrival and during the confign for lndgs; we again received the flaps fail cas message. We notified ATC; broke off the approach and completed the QRH. We declared an emergency condition and requested crash fire rescue equipment stand by. I notified the flight attendant and advised the passenger before assuming PF duties. We returned to ZZZ for an uneventful flapless landing on runway xxr. After landing; we returned to gate and deplaned normally.

Narrative: AFTER A MAINT DELAY FOLLOWING A 'FLAPS FAIL' CAS MESSAGE; WE DEPARTED FOR ZZZ. UPON ARR AND DURING THE CONFIGN FOR LNDGS; WE AGAIN RECEIVED THE FLAPS FAIL CAS MESSAGE. WE NOTIFIED ATC; BROKE OFF THE APCH AND COMPLETED THE QRH. WE DECLARED AN EMER CONDITION AND REQUESTED CFR STAND BY. I NOTIFIED THE FLT ATTENDANT AND ADVISED THE PAX BEFORE ASSUMING PF DUTIES. WE RETURNED TO ZZZ FOR AN UNEVENTFUL FLAPLESS LNDG ON RWY XXR. AFTER LNDG; WE RETURNED TO GATE AND DEPLANED NORMALLY.
