Narrative:
After a maintenance delay following a 'flaps fail' cas message; we departed for ZZZ. Upon arrival and during the confign for lndgs; we again received the flaps fail cas message. We notified ATC; broke off the approach and completed the QRH. We declared an emergency condition and requested crash fire rescue equipment stand by. I notified the flight attendant and advised the passenger before assuming PF duties. We returned to ZZZ for an uneventful flapless landing on runway xxr. After landing; we returned to gate and deplaned normally.

Title: CRJ200 CAPT REPORTS FLAPS FAIL CAUTION AFTER SELECTING FLAPS 8. QRH IS CONSULTED AND UNEVENTFUL FLAPS ZERO LANDING IS ACCOMPLISHED.

WE RETURNED TO ZZZ FOR AN UNEVENTFUL FLAPLESS LNDG ON RWY XXR. AFTER LNDG; WE RETURNED TO GATE AND DEPLANED NORMALLY.
