Narrative:
On arrival into ZZZ we were taxiing in to gate and were about 3-5 ft short. The guide man was in the process of bringing his arms up to stop us as part of a normal aircraft receipt and we got some abnormal hydraulic ecams. Since I was concentrating on stopping the aircraft; which I did; and wasn't sure what happened; but when I looked down the electrical hydraulic pump was running. We still had both engines running. I asked the copilot to pull up the door pages. When he did; we saw both cargo doors open. I immediately called for shutdown of the #2 engine. It appears the ground crew had opened both cargo doors as the airplane was taxiing. We had an FAA inspector riding the jumpseat who witnessed the whole process. I called station operations and let them know all that had happened upon deplaning.

Title: A320 CAPTAIN REPORTS BAGGAGE HANDLERS OPENING CARGO DOORS WHILE ACFT STILL MOVING WITH ENGINES RUNNING.
Narrative: ON ARR INTO ZZZ WE WERE TAXIING IN TO GATE AND WERE ABOUT 3-5 FT SHORT.
