Narrative:

The sju VOR was scheduled to be OTS for maintenance. All landing and departure procedures that used the VOR were not authority/authorized. Procedures were listed to accommodate this outage. Procedures affected sju; stt; and stx airports. Procedures affected all departure or arrival rtes of flight. The operations bulletin was dated the same day as the outage. The bulletin was not posted on the pre-duty binder. Controllers became aware of procedures when they relieved controllers from operational procedures. Procedures were explained while assuming operational position. There is no evidence that at least the procedures were posted at the position. VOR outages are not unusual but if procedures are written they need to be at least communicated to the controllers before assuming operational procedures.

Title: ZSU CTLR EXPRESSED CONCERN REGARDING MGMNT'S FAILURE TO PROVIDE TIMELY BRIEFINGS TO CTLR'S REGARDING A VOR OUTAGE AND ASSOCIATED PROCS.

Narrative: THE SJU VOR WAS SCHEDULED TO BE OTS FOR MAINT. ALL LNDG AND DEP PROCS THAT USED THE VOR WERE NOT AUTH. PROCS WERE LISTED TO ACCOMMODATE THIS OUTAGE. PROCS AFFECTED SJU; STT; AND STX ARPTS. PROCS AFFECTED ALL DEP OR ARR RTES OF FLT. THE OPS BULLETIN WAS DATED THE SAME DAY AS THE OUTAGE. THE BULLETIN WAS NOT POSTED ON THE PRE-DUTY BINDER. CTLRS BECAME AWARE OF PROCS WHEN THEY RELIEVED CTLRS FROM OPERATIONAL PROCS. PROCS WERE EXPLAINED WHILE ASSUMING OPERATIONAL POS. THERE IS NO EVIDENCE THAT AT LEAST THE PROCS WERE POSTED AT THE POS. VOR OUTAGES ARE NOT UNUSUAL BUT IF PROCS ARE WRITTEN THEY NEED TO BE AT LEAST COMMUNICATED TO THE CTLRS BEFORE ASSUMING OPERATIONAL PROCS.
