Example of problems with flight plans filed from iad to points west: a) aircraft files -- iad..ldn.J134.stl..mcm.BQS4.mci. B) preferred departure route shows: +blues..ldn.J134.hnn+. C) controller issues following clearance: 'cleared to the kansas city airport via the capitol 5 departure radar vectors to blues direct linden J134 henderson then as filed.' D) in-flight; aircraft flies from henderson direct to stl instead of staying on J134. The routing of J134 crosses through hnn as well as stl. This is causing a problem with ZID and has caused iad to initiate; to date; 4 investigations. Iad management suggests avoiding the problem by clearing the aircraft via the following: 'cleared to the kansas city airport via the capitol 5 departure radar vectors to blues direct linden as filed;' (leaving out J134 and hnn). Although this is a correct routing to read the pilot; faao 7110.65 paragraph 4-2-1 says to issue the pdr when applied; therefore; this directive from local management would violate FAA orders. In addition; some of these aircraft that have caused problems received their clearance via computer and never talked with clearance delivery. Therefore; the suggested management fix would not solve all issues. I propose the following solutions: a) train the pilots on the routing of J134 and on the proper way to fly the clearance. B) the companies need to be advised so that they file according to the pdr so that the pdr never comes up. C) fix the ZDC computer to recognize that these aircraft are as filed and; therefore; do not need to have a pdr issued.

B) THE COMPANIES NEED TO BE ADVISED SO THAT THEY FILE ACCORDING TO THE PDR SO THAT THE PDR NEVER COMES UP. C) FIX THE ZDC COMPUTER TO RECOGNIZE THAT THESE ACFT ARE AS FILED AND; THEREFORE; DO NOT NEED TO HAVE A PDR ISSUED.
