Narrative:
Jnu tower issued IFR clearance to aircraft X before jnu tower closed. Zan controller issued a hold for release on aircraft X at tower closing. Jnu tower controller did not advise aircraft X 'hold for release.' aircraft X was cleared from jnu to anc to FL400. Airspace was not protected. Jnu airport becomes uncontrolled during the hours jnu control tower is not in operation. Air carrier X aircraft have departed jnu in the past without zan knowledge. Zan has no radar coverage in jnu below 10000 ft. I have reported this safety issue to FAA management numerous times each yr with no resolve. Tower manager response after each incident is one of performance; not procedure. Zan supervisor described this event as a poor procedure. This poor procedure has resulted in unrpted operrors; opdevs; and incursions on the runway.

Title: JNU AFSS SPECIALIST EXPRESSED CONCERN REGARDING RELEASE PROCS FOR ACFT AFTER TWR CLOSES; CLAIMING UNREPORTED OPERRORS HAVE OCCURRED.
Narrative: JNU TWR ISSUED IFR CLRNC TO ACFT X BEFORE JNU TWR CLOSED. ZAN CTLR ISSUED A HOLD FOR RELEASE ON ACFT X AT TWR CLOSING. JNU TWR CTLR DID NOT ADVISE ACFT X 'HOLD FOR RELEASE.' ACFT X WAS CLRED FROM JNU TO ANC TO FL400. AIRSPACE WAS NOT PROTECTED. JNU ARPT BECOMES UNCTLED DURING THE HRS JNU CTL TWR IS NOT IN OP. ACR X ACFT HAVE DEPARTED JNU IN THE PAST WITHOUT ZAN KNOWLEDGE. ZAN HAS NO RADAR COVERAGE IN JNU BELOW 10000 FT. I HAVE RPTED THIS SAFETY ISSUE TO FAA MGMNT NUMEROUS TIMES EACH YR WITH NO RESOLVE. TWR MGR RESPONSE AFTER EACH INCIDENT IS ONE OF PERFORMANCE; NOT PROC. ZAN SUPVR DESCRIBED THIS EVENT AS A POOR PROC.
