Narrative:

We were on the honie 5 arrival into atl. My first officer was the PF. We were instructed to cross honie at 250 KTS and 14000 ft; which we did. As we approached fogog; my first officer asked if we should slow to 210 KTS and I told him not to because the 250 KT assignment at honie was the same as a speed assignment. After we crossed fogog; the controller asked our speed; which I told him was 250 KTS; and he said we should have slowed at fogog to 210 KTS. There has been a lot of confusion about the speed restrs on the atl arrs. Part of the problem is the fact that the altitude restrs have been canceled by a NOTAM but the speed restrs remain in effect. I asked approach control several months ago to explain to me how they want it done and I was told 'if you are given a speed; then ignore all speed restrs on the arrival. If you are not given a speed; then you must obey all the speed restrs.' because there is no published speed at honie; I assumed the crossing speed assignment was a regular speed assignment and we should have maintained our assigned speed through the arrival.

Narrative: WE WERE ON THE HONIE 5 ARR INTO ATL. MY FO WAS THE PF. WE WERE INSTRUCTED TO CROSS HONIE AT 250 KTS AND 14000 FT; WHICH WE DID. AS WE APCHED FOGOG; MY FO ASKED IF WE SHOULD SLOW TO 210 KTS AND I TOLD HIM NOT TO BECAUSE THE 250 KT ASSIGNMENT AT HONIE WAS THE SAME AS A SPD ASSIGNMENT. AFTER WE CROSSED FOGOG; THE CTLR ASKED OUR SPD; WHICH I TOLD HIM WAS 250 KTS; AND HE SAID WE SHOULD HAVE SLOWED AT FOGOG TO 210 KTS. THERE HAS BEEN A LOT OF CONFUSION ABOUT THE SPD RESTRS ON THE ATL ARRS. PART OF THE PROB IS THE FACT THAT THE ALT RESTRS HAVE BEEN CANCELED BY A NOTAM BUT THE SPD RESTRS REMAIN IN EFFECT. BECAUSE THERE IS NO PUBLISHED SPD AT HONIE; I ASSUMED THE XING SPD ASSIGNMENT WAS A REGULAR SPD ASSIGNMENT AND WE SHOULD HAVE MAINTAINED OUR ASSIGNED SPD THROUGH THE ARR.
