Narrative:

A military aircraft involved in an air show flew south and exited the tfr without coordination. Jfk arrival confign was landing runway 22L/right. We were ordering by flm's to conduct a 'nonstandard' operation for which there were no written procedures and for which ATC personnel received a 'bare-bones last min' briefing. We vectored arrival aircraft nebound east of the dpk 221 degree radial toward the captree bridge and sequenced with the rober arrival flow from the east. This kept the arrival flow east and north of the tfr. The military aircraft exited to the south and flew into the arrival flow causing 2 aircraft to receive delaying vectors as no one knew how the military aircraft would proceed. Each day provided some 'new' chaos and some type of last min 'jury-rigged' operation. There had been ample time to come up with procedures yet management chose to ignore it all until the last min.

Narrative: A MIL ACFT INVOLVED IN AN AIR SHOW FLEW S AND EXITED THE TFR WITHOUT COORD. JFK ARR CONFIGN WAS LNDG RWY 22L/R. WE WERE ORDERING BY FLM'S TO CONDUCT A 'NONSTANDARD' OP FOR WHICH THERE WERE NO WRITTEN PROCS AND FOR WHICH ATC PERSONNEL RECEIVED A 'BARE-BONES LAST MIN' BRIEFING. THE MIL ACFT EXITED TO THE S AND FLEW INTO THE ARR FLOW CAUSING 2 ACFT TO RECEIVE DELAYING VECTORS AS NO ONE KNEW HOW THE MIL ACFT WOULD PROCEED. EACH DAY PROVIDED SOME 'NEW' CHAOS AND SOME TYPE OF LAST MIN 'JURY-RIGGED' OP. THERE HAD BEEN AMPLE TIME TO COME UP WITH PROCS YET MGMNT CHOSE TO IGNORE IT ALL UNTIL THE LAST MIN.
