Narrative:
During initial movement for taxi from apron 7 at tjsj airport; aircraft empty; I had a propeller strike. During walkaround; I noticed a group of cones ahead to the right of the nose of the airplane. There was enough room to start the engines and taxi clear of the cones. During battery start; when the fuel condition lever was moved to high idle for x-generator start the airplane rolled forward a few ft (about 5 ft). After resetting the parking brake; I continued the engine start procedures. That forward movement of the aircraft caused me to lose sight completely of the group of cones to the right. When I started to taxi out; the right propeller hit the group of cones. After the impact; I felt a strong vibration so both engines were shut down immediately. The impact caused significant damage to the propellers on the right engine.

Title: PLT OF BE99 LOSES SITUATIONAL AWARENESS WHEN ACFT MOVES FORWARD DURING ENGINE START. STRIKES TRAFFIC CONES WITH RIGHT PROP.

THERE WAS ENOUGH ROOM TO START THE ENGS AND TAXI CLR OF THE CONES.
